The Partido Demokratiko Pilipino Lakas ng Bayan (PDP Laban) hailed the decision of the Commission on Elections (Comelec) acknowledging the legitimacy of the leadership of Energy Secretary Alfonso Cusi, his officers and members, as the true and official PDP Laban.

PDP Laban President, Energy Secretary Alfonso Cusi said, “We thank the Comelec’s Second Division, led by Commissioner Socorro Inting, for their wise decision declaring and recognizing the current officers and members as the real PDP Laban party under the chairmanship of President Duterte.”

“Without a doubt, we at PDP Laban are reinvigorated to continue the programs, services and advocacies of President Durterte from this day until the next term. Tuloy natin ang Pagbabago!” Cusi said.

He also offered the olive branch to the Pimentel group who’s petition was dismissed by the Comelec. “We invite Sen. Koko Pimentel to meet with us. We invite him to take a step back and to not be emotional. Let us unite for the sake of PDP Laban. Let us make the party stronger than ever.”

“We are asking him to stop issuing inflammatory statements. We have worked together in the past; we can work together again for the future,” he added.

Cusi added that this was only possible through the unwavering support of its more than 100,000 members nationwide and the loyalty of its more than 5,384 incumbent officials and candidates.

Cusi said, “Kaya’t nagpapasalamat ako ng lubos sa bumubuo ng PDP Laban, mula sa aming miyembro at sa lahat ng aming kandidato sa lokal at sa pambansang halalan, sa inyong patuloy na pagsuporta sa ating partido at sa ating mahal na Pangulong Duterte. Ipakita natin sa sambayanan at sa buong mundo ang ating nagkakaisang boses ngayong halalan. Sa ating pagkakaisa tayo’y magwawagi muli para ipagpatuloy ang pagtulong at pagsilbi sa ating mga nasasakupan. Kasiyahan nawa tayo ng Diyos.”

Under the 11-page main decision under EM Number 21-004 of the Comelec’s Second Division, the faction of Sen. Manny Pacquiao and Sen. Aquilino “Koko” Pimentel III are now considered illegitimate.

The Comelec division recognized the Cusi faction’s party officials as the “true and official” members of the party, stating that the Cusi wing’s May 31 and July 16 national council meetings and its national assembly held on July 17, including “prior and subsequent act done pursuant thereto,” are valid.

“Considering that Chairman Duterte’s chairmanship is an undisputed and well-settled fact in the aforementioned dates. It is also undisputed that Chairman Duterte’s acts on even dates are valid and effective. The fact that he presided over the election of the new sets of officers and committee chairpersons validates the entire process, making the [the] officers as the duly elected officers of PDP-Laban,” the resolution further stated.

Earlier, the Comelec, in its Resolution 10787 has already designated the PDP-Laban as the dominant majority political party in the 2022 National and Local Elections.

“We are very grateful for the timely decision of the Comelec naming us the dominant majority party for this May 9 elections. It is really good to know that we outclass all the other political parties based on the six standards of the Comelec, which is a very comprehensive assessment and measurement of the comparative strength of our parties today,” Cusi said.

PARA sa political analyst na si Edmund Tayao, “black swan” na lamang ang maaaring makapigil sa napipintong pagkapanalo ni presidential frontrunner Ferdinand Bongbong Marcos, Jr. ng Partido Federal ng Pilipinas (PFP) sa darating na halalan sa Mayo 9.

Ang ‘black swan’ ay isang metaphor o matandang kasabihan na itinuturing na ang ‘black swan’ ay hindi nag-e-exist o “hindi mangyayari.”

Sa panayam sa ANC, sinabi ni Tayao na kung pagbabasehan ang mga resulta ng survey, si Marcos, na numero 7 sa official ballot ng Comelec, at kanyang running mate na si Mayor Inday Sara Duterte ay nakasisiguro na ang panalo sa darating na halalan sa Lunes.

“I was asked several times on what could be the reason (kung magbabago pa ba ang outcome ng eleksyon), the answer there is a “black swan.” I mean something that is unexpected. I can just hope and pray that if there will be a black swan, it will not be as disturbing,” ani Tayao.

Katulad ng ibang mga eksperto sa pulitika, naniniwala rin si Tayao na malaki ang ilalamang ni Marcos sa kanyang pinakamalapit na katunggali na si Leni Robredo.

“If our reference, and the only reference we have is the survey, it seems that the vice president will really have to settle in the second place,” anang political analyst.

Nito lamang Lunes, umiskor si Marcos ng 56 percent voter preference sa pinakahuling Pulse Asia survey na isinagawa sa 2,400 respondents nitong Abril 16- 21.

Nakakuha rin si Marcos ng 56 porsyento sa survey ng Pulse Asia nitong Marso at napanatili nito ang 33 porsyentong kalamangan kay Robredo na umiskor lamang ng 23 porsyento nitong Abril, o mas mababa ng isang puntos kumpara sa kanyang 24 voter preference nitong Marso.

Nasa malayong pangatlo si Manny Pacquiao na nakakuha ng pitong porsyento, habang si Isko Moreno na sumadsad sa pang-apat na pwesto ay nakakuha ng apat na porsyento at si Ping Lacson naman ay nanatili sa ika-limang pwesto na mayroong dalawang porsyento.

“This has been the trend all along since the filing of candidacy. I don’t remember any instance, not any other candidate, not VP Leni, not Mayor Isko, not Manny Pacquaio (ever) led in the surveys,” paliwanag ni Tayao.

“It’s quite unprecedented because it’s difficult to just compare the current survey to all previous elections considering that it’s a first time that a frontrunner would net more than 50 percent of all the respondents,” dagdag pa niya.

Binara rin ni Tayao ang mga pahayag ng ilang kampo na kumukwestiyon sa kredibilidad ng mga survey company sa bansa.

“In all the elections that we had, I don’t remember any other reference that we use to determine who may have an edge or who has an advantage in a particular area or region, other than the surveys,” saad ni Tayao.

“It’s quite interesting that we did that in every election and those who didn’t make it in the survey numbers always questioned the methodology and the validity of the surveys,” puna pa ng political analyst.

“If we go back in all the previous elections, the results of the elections always have been consistent with the numbers in the survey” giit niya.

Iginiit pa ni Tayao na survey lamang ang dapat pagbasehan ng suporta at hindi ang mga political rally ng mga kandidato.

“Many of those attending the rallies are also the ones attending previous rallies. So, it’s difficult to determine whether the massive attendance represent the support of a particular candidate in the particular area where the rally is being held,” Tayao also said.

Wala ng isang linggo ang halalan, kumbinsido si Tayao na mananalo si Marcos kahit pa may umatras na mga kandidato sa karera.

“All the tailenders, even if you put the numbers together will not be enough to unseat or to overcome the lead of the frontrunner,” aniya.

The group, number 10 on the ballot, champions the interests of Filipino migrant workers and bats for OFW-oriented legislation and policies. Its legislative agenda includes establishing an OFW Hospital, OFW pension plan, OFW village, OFW advisory council in every barangay in the country, and livelihood programs for families of OFWs.

Publicus Asia, Inc.’s latest pre-election survey results showed AKO-OFW as included in the top 10 of the more than 177 party-list groups in the May 2022 elections vying for 20 percent of the seats in the House of Representatives reserved for party-list representatives.

AKO-OFW got a two percent voter preference in this survey of Publicus Asia which asked: “Assuming that the elections are held tomorrow, which among the following will get your vote for party-list?”

The nationwide Publicus Asia survey, conducted from April 19 to 21, 2022, had 1,500 respondents aged 18 and above, with a ± 3% error margin. Up to 56 percent of the respondents were regular employees working in a private firm, which shows that the respondents were relatively more middle class, more highly educated, and with access to cable television and internet at home.

President Rodrigo Roa Duterte Inspects OFW Hospital in Pampanga

MANILA – President Rodrigo R. Duterte will lead on Sunday the inspection and inauguration of the newly constructed Overseas Filipino Workers (OFW) Hospital that will cater to OFWs and their legal dependents.

Partial operations will begin Monday and full operations by the end of June, according to a news release on Saturday.

Built on a 1.5-hectare property in the City of San Fernando, donated by the Pampanga provincial government, the hospital was established through the joint efforts of the Department of Labor and Employment (DOLE) as manager, Bloomberry Cultural Foundation for the cost of construction, the Philippine Amusement and Gaming Corp. for funding the procurement of medical equipment, and the University of the Philippines – Philippine General Hospital (UP-PGH) for the initial operations.

An agreement was signed in January between DOLE and PGH for the latter to help train clinical and administrative personnel; plan the acquisition of hospital equipment; and formulate the clinical and fiscal process flow.

The one-stop Malasakit Center and Overseas Workers Welfare Administration desk are also available in the hospital to provide easier access to assistance, including billing and medicines.

Construction started last year while Executive Order 154, signed on Dec. 7, 2021, hastened the completion of the hospital.

The EO likewise created the Inter-Agency Committee on the OFW Hospital (ICOH) chaired by the DOLE Secretary and co-chaired by the Health Secretary.

The ICOH is in charge of determining and undertaking, in coordination with the Governance Commission for Government-Owned and -Controlled Corporations, the appropriate steps for the formal establishment and/or incorporation of the OFW Hospital in accordance with Republic Act 10149 or the GOCC Governance Act of 2011 and assuming, performing, and carrying out functions and responsibilities of its Board of Trustees.

Nananawagan si Senador Imee Marcos sa pamahalaan na magtakda ng mga kaukulang hakbang para mapangasiwaan kung hindi man maiwasan ang mga brownout sa panahon ng botohan sa susunod na buwan.

Sinabi ni Marcos, chairman ng Senate Committee on Electoral Reforms na wala pa ring katiyakan ang kakayanan ng suplay ng kuryente bago at pagkatapos ng mismong araw ng botohan dahil sa magkakaibang pahayag ng Department of Energy (DOE) at mga pribadong grupo kabilang ang mga non-governmental organization Institute for Climate and Sustainable Cities (ICSC).

Una nang ipinarating ng DOE sa tanggapan ni Marcos ngayong Lunes na base sa apat-na-taon nilang talaan, ipinakikita na wala naman magaganap na yellow o red alert ang suplay ng kuryente sa Mayo, pero maaring tumaas bigla ang pangangailangan o demand dalawang linggo pagkatapos ng eleksyon.

Samantala, tinaya naman ng ICSC na kakapusin ng 1,335 megawatt ang supply ng kuryente sa Luzon sa pagitan ng Abril hanggang Hunyo kung kailan tumataas ang demand taun-taon.

“Kailangang agad tayong makapagkasa ng mga mekanismo para masiguro ang supply ng kuryente, bukod pa sa pagsasantabi muna ng mga iskedyul ng power maintenance. Hindi pwedeng iasa na lang natin sa pagkakataon,” diin ni Marcos.

Duda si Marcos na kayang madagdagan ang supply ng kuryente sa panahon ng eleksyon dahil wala pang naisasapinal and DOE at National Grid Corporation na hakbang sa pangongontrata para sa reserbang supply ng kuryente.

Para mapaghandaan ang mga posibleng blackout, hinimok ni Marcos ang DOE na balik-aralan ang kanilang “Interruptible Load Program (ILP) na pwedeng makabawas sa pasanin ng mga electrical power grid sa panahon at pagkatapos ng eleksyon sa Mayo 9.

“Kung pumalo sa yellow o red alert status ang paggamit ng kuryente, magagawa ng ILP na pakilusin ng mga power distributor na tulad ng Meralco ang kanilang malalaking customer na gamitin muna ang kanilang mga generator para suplayan ang publiko, sa halip na kumuha sa mga power grid,” paliwanag ni Marcos.

“Kailangan idetalye ng DOE ang pagsagawa ng ILP lalo na sa mga election hotspot kung saan ang halalan ay maaring isabotahe ng mga local terrorist groups,” dagdag ni Marcos.

Sa harap nito, sinabi ni Marcos na ang susunod na administrasyon ay kinakailangang pagtuunan ng pansin ang iba pang alternatibong mapagkukunan ng supply ng kuryente na tulad ng wind, solar at planta nukleyar.

“Sinuspinde noong nakaraang taon ang pagtatayo ng maraming coal-fired power plants, pero naging matagumpay ang Ilocos Norte sa paggamit ng solar at wind farms na patunay na uubra ang paggamit ng ‘renewable energy’ sa buong bansa,” ayon pa sa dating gobernador ng lalawigan.

During the hearing, Marcos asked representatives of elections technology provider Smartmatic about the changes that the company instituted in order to prevent another breach in their systems.

The senator raised the question after the National Bureau of Investigation (NBI) presented its report on the alleged breach, stating that the primary suspect behind the incident might not be alone in committing the crime. “The NBI said that it is impossible to do the breach alone. So, the implication, therefore, is that there are Smartmatic employees who maybe are black hats, who may be hacking vital information.

Are there any efforts on the part of Smartmatic to investigate your employees?” Marcos asked. In response, Smartmatic Legal Counsel Atty. Christian Robert Lim agreed that there’s no absolute way to determine if any of the personnel left is an ally or conspiring with their former employee but he assured the senator that they are now closely monitoring the actions of all their employees. Kinwestyon ni Senador Imee Marcos ang Commission on Elections (Comelec) sa pagbabawal nito sa mga ‘accredited observer’ sa paglilista ng destinasyon at iba pang detalye ng mga balotang nakatakdang ihatid sa buong bansa.

Ani Marcos, chairman ng Senate committee on electoral reforms and people’s participation, naganap nitong nakaraang Martes ang pagharang ng officer-in-charge ng mga sekyu ng National Printing Office (NPO) sa mga observer na makapasok sa ahensya.

Ito’y kasunod naman ng kumprontasyon noong Lunes sa pagitan ng mga observer at ng isang guwardya ng NPO na nagsabing posibleng ikatanggal niya sa trabaho ang ginagawang paglilista ng grupo sa mga detalye ng pagde-deliber ng mga balota.

“Bakit kailangang isikreto ang mga impormasyon sa paghahatid ng mga balota? May tinatangka bang kalokohang gagawin sa eleksyon?” tanong ni Marcos.

Nito lang nakaraang buwan nagsimulang payagan ang malayang pag-inspeksyon sa paggawa ng mga balota at SD Card kung kailan patapos na ito.

Nadiskubre kasi ng komite ni Marcos nuong Marso na binabawalan ang mga ‘observer’ na makapasok sa NPO compound sa Quezon City at sa technical hub ng Comelec sa Santa Rosa, Laguna.

Binigyang diin din ni Marcos, mismong Comelec na ang gumagawa ng dahilan para mabigo ito sa eleksyon kung tuluyan nitong ililimita ang paggamit ng ‘digital signature’ sa Metro Manila, Cebu, at Davao lamang dahil sa hindi umano makabili ng tamang kable para sa mga vote counting machine.

“Pandemya at problema sa pagbili ang palusot ng Comelec para maisantabi ang inspeksyon at pagtsi-check sa seguridad na itinatakda ng batas. Wala naman inilalatag na nakakakumbinseng remedyo para mahimok na magtiwala ang publiko,” giit ni Marcos.

“Halos isang buwan na lang ang natitira bago mag-Mayo 9, pero nalalagay sa pagdududa ang integridad ng eleksyon dahil sa mga pagkukulang ng Comelec,” dagdag pa ng senador.

The local feed milling industry’s dependence on imported feed materials, especially Soybean Meal whose price had skyrocketed lately, may soon come to an end, thanks to the efforts of a Filipino-American farmer/scientist who is advocating the use of local beans.

Munggo or Mungbeans and Kadyos (sn. Cajanus cajan) are among the high-protein leguminous plants which Rocky says should be grown extensively to replace Soybean Meal which is imported from either the U.S. or South America.

The irony of it all is that while Munggo could be easily grown in the Philippines and could actually be a second crop for rain-fed rice farms, the country is also importing it.

Kadyos, on the other hand, is largely grown in the backyard with no efforts to intensify its planting.

Munggo has a crude protein of 24 while Kadyos has 22, lower than Soybean Meal but if planted locally could be less expensive and easily accessible.

“The reason why our farmers don’t produce much of these materials is the lack of market. Who’s going to buy tons and tons of Munggo and Kadyos?,” Rocky asked.

Using these beans as primary substitute to the expensive Soybean Meal could increase the interest of farmers to plant both Munggo and Kadyos.

In my farm now, I am sowing 15 kilos of Kadyos seeds which I hope could serve as the source of additional planting materials.

After the harvest season for rice in Cotabato this year, I will convince farmers to sow Munggo seeds in the rice paddies to serve as their second crop and also to reinvigorate the soil.

With these two protein-rich beans, along with other locally available feed raw materials like ricebran, corn meal, copra meal, fish meal and coconut or palm oil, the cost of feeds for Aqua, Poultry and Livestock could dramatically drop making fish, poultry and hog production more profitable.

PRRD Aerial Inspection of Baybay City and Abuyog town in Leyte

President Rodrigo Duterte and Senator Christopher “Bong” Go on Good Friday, 15 April, conducted an aerial inspection of Baybay City and Abuyog town in Leyte to survey the extent of damage caused by the massive flooding and landslides triggered by the Tropical Storm Agaton.

“Walang pinipiling araw ang pagseserbisyo sa kapwa lalo na ngayong Holy Week kung kailan kailangan ng tulong at malasakit ng mga kababayan nating tinamaan ng bagyo,” Go said.

“Buong gobyerno sa pamumuno ni Pangulong Duterte ay nandito para gampanan ang kanilang tungkulin at siguraduhing makabangong muli ang mga nasalanta,” he added.

Agaton made its first landfall in Guiuan, Eastern Samar on April 10. Since then, it has brought torrential rains to numerous parts of the country, especially in the Visayas and Mindanao, forcing inhabitants in low-lying areas to seek refuge in evacuation facilities while floods and landslides wreaked havoc in parts of Visayas and Mindanao. Particularly, the province of Leyte is the worst hit by Agaton, with landslides wiping out houses and devastating farming and fishing communities.

After the aerial inspection, Duterte and Go visited and extended help to the injured adults and children currently staying in the outpatient services of the Western Leyte Provincial Hospital in Baybay City. They also checked on the operations of the Malasakit Center in the hospital.

They then held a situational briefing with local officials in the city to assess the impact of the tropical storm and to determine the immediate needs of the affected residents.

The provincial police office of Leyte on Thursday night reported that the number of people killed in Abuyog town and Baybay City in Leyte as a result of flooding and landslides has risen to 147.

In addition, the Department of Agriculture reported that Agaton’s cost of damage to agriculture has reached PhP639.7 million. High-value crops, corn, and rice are among the commodities that have been affected.

Following the briefing, Duterte and Go also led the distribution of assistance to the storm victims at the Baybay City Senior High School. During the activity, Go’s office handed out meals, food packs, masks, and vitamins to the affected residents.

“Ngayong Semana Santa, isama natin sa ating panalangin ang ating mga kababayang nangangailangan lalo na yung mga biktima ng krisis at sakuna. Tumulong at magserbisyo po tayo sa abot ng ating makakaya dahil ang serbisyo sa tao ay serbisyo sa Diyos,” said Go.

Representatives from the Department of Social Welfare and Development and the Office of Civil Defense separately distributed aid to the victims.

Go also urged the storm victims to seek medical assistance from any of the four Malasakit Centers in the province of Leyte including one in New Western Leyte Provincial Hospital in Baybay City which they visited.

The other Malasakit Centers are located at Eastern Visayas Regional Medical Center in Tacloban City; Leyte Provincial Hospital and Governor Benjamin T. Romualdez General Hospital in Palo; and Ormoc District Hospital in Ormoc.

Meanwhile, Go reiterated his call for the creation of the Department of Disaster Resilience to ensure quick response and a proactive and holistic approach to preparing for calamities and other natural disasters.

Last 2019, Go filed Senate Bill No. 205, also known as the Department of Disaster Resilience Act of 2019. The measure aims to address the bureaucratic challenges that undermine the government’s ability to better respond and provide support to individuals affected by disasters. To do so, it establishes the Department of Disaster Resilience, a highly-specialized agency that will prepare against the devastating effects of climate change and ensure a more proactive approach to natural disasters.

If passed into law, the DDR will consolidate the essential functions of all disaster-related agencies into a single department. This allows for a more aggressive, concerted approach toward disaster risk reduction as well as the faster and more efficient delivery of services during crises and faster recovery and rehabilitation.

The senator also stressed the urgent need to act on disaster resilience measures such as his SB 1228 or the “Mandatory Evacuation Center Act”, to ensure that victims of disasters will have temporary shelters that will guarantee their safety, promote their social well-being, and guard their welfare while they recover and rebuild their lives.

Both measures are currently pending in the Senate Committee on National Defense and Security, Peace, Unification and Reconciliation.

Because of the country’s vulnerability to natural disasters, Go said that passing these measures is even more critical, as the government must be more proactive in responding to such calamities.

“Talagang napapanahon na. ‘Yun po ang aking isinusulong na dapat maipasa na po ito. At huwag na natin hintayin ang panibagong sakuna,” he previously stressed.
