Bilang awtor, nag-file si Lapid ng Senate Bill No. 1469 o ang Negros Island Region Act of 2022 noong November 7, 2022.

Sinabi ni Lapid na ang pag-iisang rehiyon ng Negros Island at Siquijor Island ay magdudulot ng mas maayos, mas mabilis at mas episyenteng serbisyo publiko para sa ating mga kababayang Negrense.

Ayon pa kay Lapid, malaki rin itong tulong sa pag-unlad ng rehiyon sa larangan ng turismo, kultura, economic development, industry transformation at Information and Communication Technology.

Pinapupurihan ni Lapid si Pang. Bongbong Marcos, Jr. sa agarang pagtugon sa pangangailangan ng mga Negrense.
