Senator Imee R. Marcos, chairwoman of the Senate economic affairs committee, on Monday urged the Duterte administration to move quickly to attract manufacturers planning to relocate from China to other Asian countries in the country’s post-quarantine economy.

Marcos cited the emerging trend of factory relocations from China, as Japan, the United States, and the European Union (EU) are planning to transfer production of their crucial imports from the mainland due to supply shortages amid the coronavirus disease (COVID-19) pandemic.
The lady lawmaker from Ilocos Norte said even Chinese manufacturers are planning to relocate to neighboring countries to evade high tariffs imposed by the United States on China-made goods produced for large American companies like Apple, Google, and Microsoft.
“The Philippines has a competent workforce and a command of English that removes language barriers felt in other Asian countries, but our economic managers must study more closely and quickly the incentives offered by Vietnam, Thailand, Malaysia, and Indonesia, which are ahead in the race to attract foreign investors,” Marcos said.
Marcos called on her colleagues in Congress to amend the Foreign Investment Act via Senate Bill 1024 to set up an Investments Promotion Council and add “long-delayed incentives” for foreign investors.
Among the incentives in the Marcos bill are to raise foreign ownership limits, lower the US2.5-million capital requirement to set up operations, and simplify requirements for all national-level permits. The bill also seeks to criminalize wrongdoing related to their procurement.
“The emerging economic trend and opportunity amid Covid-19 also call for a second look at the CITIRA (Corporate Income Tax and Incentives Reform Act),” Marcos said, citing that the proposed 10-year period to scale down corporate income tax from 30 percent to 20 percent may “miss the boat.”
Indonesia is cutting its corporate income tax from 25 percent to 20% by next year, Marcos said.
The government must also take a cue, Marcos added, from other Asian countries like India, a competitor in lower-value manufacturing and business process outsourcing (BPO), which has already cut corporate taxes to as low as 15 percent for the 2019-2020 financial year and has been actively negotiating with potential Japanese investors and foreign chambers of industry.
“The resulting CITIRA bill must keep manufacturing companies and BPOs from leaving our export zones, while being able to take advantage of the impending exodus of factories from China,” Marcos said.

Agad naman ipinadala ni Sotto ang 18 personnel sa hospital para sumailalim sa swab test at mandatory quarantine sa loob ng 2 linggo.
Sinabi ni Sotto na ang 18 personnel ay kabilang sa 500 staff at ilang Senador na sumailalim sa rapid test bago ang pagsisimula ng sesyon nitong Lunes.
Kabilang ang dalawang staff ng ilang Senador, 1 waiter, 1 page at karamihan ay mula sa Office of the Senate Sgt-at-Arms(OSAA).
Nauna rito, tatlong senador ang nagpositibo sa virus kabilang na sina Aquilino “Koko” Pimentel III, Majority Leader Juan Miguel Zubiri at Sonny Angara.

The Pasig Mayor topped Philippines trends on Twitter following the outpouring amount of support he got in response to an anti-Vico post that appeared on the Mocha Uson Blog Facebook page.

The post was a criticism of Sotto’s appeal to allow tricycles to continue operating in his city amid the enhanced community quarantine– a proposal which was thumbed down by the Malacanang.
On Facebook, Sotto previously replied to a netizen regarding trolls. “Wala po kaming panahon makipaglaban sa mga trolls at paninira. Lahat na lang gusto nilang gawin politika,” he said.
Meanwhile, more netizens from other parts of the country has expressed to be adopted by the actionman Pasig City Mayor Vico Sotto citing how he handles the actions of the local city government during this crisis of Covid-19.

Mga kababayan, nais ko pong linawin na bago ko pa man natanggap ang sulat mula kay Barangay Captain Rosanna Hwang, nakapagsimula na akong mag-home quarantine.
Pagkatapos po ng Special Session sa Senado noong Lunes, March 23, ay hindi na po ako lumabas ng aming bahay.
Excited pa naman sana ako sa turn-over ng 57,600 Test Kits mula sa aking kaibigan na si Jack Ma para sa Manny Pacquiao Foundation ngunit minabuti kong manatili sa bahay.
Nalulungkot po ako na may mga kasamahan ako sa Senado na positibo sa Covid-19. Dahil nakasalamuha ko sila, alam ko na ako ay considered as Person Under Monitoring o PUM.
Huwag po kayong mag-alala. May natanggap po akong Rapid Testing Kits mula sa aking mga kaibigan sa South Korea. Gamit ang rapid test kit na approved sa Korea, ako po ay nag-negatibo. Hindi pa approved ng FDA dito pero yon po ang ginagamit sa Korea.
Matagal na po akong hinihikayat na magpa-test sa RITM ngunit Naniniwala po kasi ako na marami tayong Persons Under Investigation o PUI na dapat unahin pagdating sa testing.
Nais ko pong ipaalam na sa kasalukuyan wala po akong nararamdaman na anumang sintomas. Ibang usapan na po kung meron akong kakaibang nararamdaman sa aking katawan.
Once I experience symptoms, I am willing to undergo the swab testing for the sake of my family and my country, but I will go through the regular procedure.
Kahit naka-home quarantine, patuloy po akong maghahanap ng paraan upang makatulong sa ating mga kababayan, lalo na sa ating mga magigiting na frontliners. Marami pa pong test kits at medical supplies na darating na magagamit ng ating mga health workers sa buong bansa. Magkakaroon din po ng allocation ang DOH Regional Centers sa Visayas at Mindanao.
Hinihikayat ko ang lahat na makipagtulungan sa ating pamahalaan. Gawin po natin ang nararapat. Patuloy din po tayong magdasal at manalig sa Panginoon. Sa kanya po tayo humugot ng lakas at pag-asa.
Malalampasan natin itong pagsubok, mga kababayan.
Tiwala lang.
Earlier reports that Sen. Manny Pacquiao and his family are in quarantine after the world champion boxer and senator came into contact with a fellow politician who tested positive for the coronavirus
Pacquiao was recently seen in a photograph alongside senate president Aquilino Pimental, who tested positive for the coronavirus on Wednesday.
By Friday, health authorities recommended the Pacquiao family stay in quarantine, to which a statement from the boxer and senator’s team said he “will always follow the law” and had been self-isolating anyway.
Pacquiao said he received a rapid testing kit from South Korea, which hasn’t been approved by the Food and Drug Administration, and tested negative.
He said he would take a swab if he started experiencing symptoms in line with the coronavirus.
“It’s an entirely different conversation when I’m feeling something strange in my body. I am willing to undergo swab testing for the sake of my family and my country, but I will go through the regular procedure.
“I believe that there are many more persons under investigation or PUI that should be prioritised in testing.”
News of Pacquiao’s quarantine comes days after the 41-year-old said he was “not afraid to die” helping the Philippines fight the coronavirus.
Pacquiao reportedly donated 600,000 face masks to frontline workers and teamed up with Alibaba CEO Jack Ma to supply 50,000 COVID-19 testing kits.
On the issue concerning the water concessionaires of Metro Manila
The water concessionaires of Metro Manila – Maynilad and Manila Water – were extensively discussed last night, January 6, at the Cabinet meeting.
The new water contracts to supplant the constitutionally flawed water concessionaires agreements that violated every prohibited act in the anti-graft law prepared by the Office of the Solicitor General and the Department of Justice were presented to the Cabinet.
Serving and protecting the interest of the Filipino people is the underlying principle that forms the basis of the President’s governance.
All his acts since his assumption to the presidency were – and are – geared toward this end.
The President stressed that water is a God-given natural resource which can not be treated as a mere commercial commodity and exploited to rake in billions of pesos in profits at the expense of the Filipino people.
As President, he can not keep a blind eye to this colossal rip off.
The Chief Executive is giving the water concessionaires the option of accepting the new contracts without any guarantee of not being criminally prosecuted together with those who conspired to craft the very onerous contracts which are void ab initio for violating the Constitution and the laws of the land.
Should Maynilad and Manila Water refuse to accept the new agreements, the Chief Executive will order the cancellation of their present water contracts, mandate the nationalization of water services in their respective areas of operation and prosecute all those involved, directly or indirectly, in the arrangement that led to the present suffering of the Filipino people.

The Filipinos have lost enormously with the unabated collections by these concessionaires despite the latter’s dismal performance in supplying, delivering and distributing water.
As the President previously uttered in righteous indignation and outrage to them: “If you will not give justice to the Filipino people, I will get it for them.”
There is a time for reckoning. That time has come.

Senator Imee Marcos has urged the government to draw up not just travel advisories but also clear-cut contingency plans including a mass evacuation of OFWs in the Middle East, particularly Saudi Arabia, as US-Iran hostilities are expected to escalate.
Iran has vowed revenge on the United States and its Middle East allies, Saudi Arabia and Israel, after the US admitted to the killing Friday of Iran’s top military commander Qasem Soleimani in Baghdad, Iraq.
“Karamihan sa ating mga OFW sa Middle East ay nasa Saudi Arabia na kilalang kaalyado ng US, kagaya ng Israel. Hindi kasi pwedeng kapag nagkaroon na ng mga pag-atake ang Iran sa mga kaalayadong bansa ng US, eh, doon pa lang tayo kikilos para mailikas ang ating mga kababayang OFW,” Marcos said.
Of the 2.3 million OFWs worldwide, some 559,000 or almost one out of every four is based in Saudi Arabia, according to a 2018 survey by the Philippine Statistics Authority. At least 30,000 more OFWs are in Israel.
“Agapan na natin, huwag na nating hintaying magkagulo pa, saka tayo magpaplano kung paano ililigtas ang ating mga kamag-anak at kaibigan sa Middle East,” Marcos said.
“Magtulungan na tayo para may alternatibong hanapbuhay o pagkakakitaan ang mga OFWs nang hindi na sila nakikipagsapalaran pa malayo sa kanilang mga pamilya.” Marcos added.
It’s been a while. We were together in the senatorial slate of Sen. Grace Poe and Sen. Chiz Escudero, back in 2016. I loved listening to your life story then, and to see it unfold in the brightest direction now is truly amazing. Your journey from the slums of Tondo to the edifice of city hall is proof that nothing is impossible.
I see some facets of my father in you. He was a poor boy from Hagonoy who had to work as a stevedore at North Harbor. Unable to pay for college, Ka Blas found intellectual redemption in books and public libraries. You are a student of life, having finished high school, seeking higher learning when your life got better and upon the advice of your mentor, the kind-hearted Mayor Danny Lacuna.
Now you are the mayor and father of the nation’s most historic city. As you do your best to improve Manila while preserving its character, know that the world is your audience. For most foreigners, the Philippines is Manila. I am glad that you are giving our capital city a good scrub, and ecstatic that the Manila Zoo revival is high on your list of priorities.
But keep your feet on the ground and your ears always open. Do not succumb to the secluded bliss of having a cordon sanitaire. They will try their best to protect you but also because this gives some of them the power to strut. And, strut they will.
You know Manila like no one else will. You have infinite stories to tell about your childhood and growing up years. Being an actor may have given you the skills and aptitude to communicate, but those stories are all yours. Use them. Keep reminding young people not to fear big dreams, because the bigger dreams are the best ones to catch.
Tap the best minds regardless of political persuasion. Don’t hesitate to ask the best of the best a multitude of questions. Remember the learning atmosphere at the Kennedy School of Government? Be fierce in putting together an education program of that caliber not just for the young people but also even for our senior citizens. As my father used to say, education is for life.
Have a job count. Everyday. How many of your constituents were able to secure a job interview in Manila-based companies? How many more can be hired if only they are prepped well enough to pass that golden interview? New jobs created mean more revenues for the household and the city. It is the proverbial tide that will lift all boats. Come up with an online Trabaho Central. Know who your workers are per barangay. With technology, everything is possible.
Also, please know this. Illegal recruitment thrives inside your territory. There are a lot of licensed recruitment agencies that are foreign-owned, with several foreigners occupying tables and interviewing recruits, a practice that is very much against existing POEA rules. Declare a war on illegal recruitment, and all recruitment agencies operating within your city must also be required to obtain city permits for the accommodations where domestic workers applying for jobs overseas are kept. Humane conditions must prevail, even if these houses or tenements are rented by recruitment agencies.
Welcome our tourists back to Manila. Some of them may still remember the Luneta hostage-taking incident. Develop new experiences for them to savor—have the best city tours in Asia. Make every historical and tourist site, “Instagrammable.” Free use of selfie sticks for tourists that they can just pick up and return before they leave, personalized welcome cards from the mayor for every tourist that checked in at a Manila-based hotel, and midnight walks along Fort Santiago with troubadours that can serenade couples with our best kundimans—your city can rival the best of the best when it comes to memorable experiences.
I do worry about you. I worry that all the high-octane publicity would wear you out, or even wear us out. We know that in politics, the higher you rise, the greater and more dramatic the fall. Avoid the fall. Do not be sucked in by all these talks about the presidency. You were one of the hardest-working senatorial candidates in 2016. I really thought you would make it. Now it is clear why it was not meant to be. God had His reasons. Trust Him.
Local government now has a national face and it’s yours. So shine!

I am sure that you have no shortage of people offering you advice. I am sorry to be adding myself to this list. Because of you, we have become emotionally invested in the transformation of Manila. So stay away from the pettiness of previous political skirmishes. Dream biggest now. You have an entire city to care for. From the time you were born, the poetry of a remarkable life runs in your veins, so make it rhyme and offer each verse to the Lord. Never forget that Isko is His creation. Make Him and all of us proud.
